Objectives of organization
Society Association HIV.LV units 5 Latvian organizations and 15 persons this time. These associated organizations are:
  1. AGIHAS – PLWHA community organization,
  2. Saules Sala (Kuldiga) – an organization founded by people belonging to vulnerable groups for drug users, HIV infected, ex-prisoners,
      3.   Fenikss SI (Tukums) – an organization, which works with drug users, HIV infected, ex- prisoners,   
      4. Apzinas Ekologija (Cesis) – an organization founded by people belonging to vulnerable groups and PLWHA community. This organization has its’ own rehabilitee centre for drug users and PLWHA Lapaini,
      5. Family Crisis Centre (Riga) – non-governmental foundation for vulnerable women and children. This organization has its’ own rehabilitee centre in Riga and psychological praxes. There are 5 Board members in Association HIV.LV, 3 of them PLWHA and 1 ex- drug user. Our Association is opened to all organizations or people, which want to work productively in HIV field in Latvia.
The main goals of Association HIV.LV are:
-          To improve the PLWHA quality of life in cooperation with governmental institutions and municipalities,
-          PLWHA involvement in policy development,
-          PLWHA advocacy, fighting against discrimination,
-          Educational work,
-          Monitoring of treatment and care in Latvia,
-          Cooperation with International Networks,
-          Supporting to establish new support groups or PLWHA organizations in Latvia,
-          To provide actual information to members
-           etc, as necessary.

Two organizations work on harm reduction within drug users, and their mission is to reach out, to stand by and to integrate into community life people who are recognized as dependent, HIV infected persons, ex- prisoners, helping them in their transition process for their wholesome life, so that they can take part in it. These organizations have dependency centers to help those people who are trapped in all kind of dependency, to HIV infected people and to people who are returning from custody. Two other have rehabilitee centers. All organizations work on primary and tertiary HIV prevention, education, advocacy, re - socialization. All members of the Society have themselves a great experience in HIV prevention and care. All personnel of this project works systematically in education upon HIV queries in various non-governmental organizations, work in prisons including.

Project objective and purpose
Goals of the project:
1.      Systemic training of prisoners in the questions of the primary and secondary prevention, and treatment of HIV infection, the quality of living with HIV/AIDS, and combined therapy schemes.
2.      Implementation of the program on the improvement of adherence to antiretroviral therapy among the convicted HIV-infected.
3.      Training of animators – HIV-infected prisoners – who will disseminate obtained knowledge in the prison environment.
Objectives of the project:
1.      To carry out 30 lectures / training seminars with the HIV-infected kept in the prisons.
2.      To carry out lectures / training seminars in 10 Latvian prisons.
3.      To involve at least 400 non-infected and 150 convicted HIV-infected in lectures / training seminars.
4.      To train at least 30 animators.
5.      To answer competently all the received letters.
6.      To provide individual consultations concerning prevention and treatment by correspondence.
7.      To implement the existing program on the improvement of adherence to treatment among prisoners.
8.      To publish and distribute information materials on preparedness for treatment and adherence in prisons on the website www.apvienibahiv.lv (in electronic form) and among prisoners (in printed form – leaflets).
 
3. Project summary (including justification, description of project beneficiaries, etc.)
As many as 7 thousand prisoners are kept in 15 Latvian prisons. According to the Latvian Prison Administration, 1,100 present-day convicts were active drug users before imprisonment. One tenth of all the prisoners – 700 people – are infected with HIV. It is officially admitted that it is still possible to get narcotic substances in the prisons. Along with this fact, neither sterile tools for intravenous drug use, nor disinfectants, nor condoms are accessible. All prisoners are tested to HIV entering into prison only, reanalysis is not available. Therefore, the risk of spreading HIV infection in the prisons still remains very high. The level of knowledge about HIV infection, its treatment, ARV preparations and side effects among the imprisoned HIV-infected and AIDS patients is extremely low. But educational programs on raising the level of knowledge about HIV/AIDS, prevention, preparation for treatment, adherence, and the quality of living with HIV/AIDS are being implemented in Latvian prisons very infrequent, therefore there is not enough true information on HIV/AIDS in prisons. This project will help to continue this time existing activities in education of prisoners.

7. Potential risks and countermeasures
There is no stability with Latvia’s Prison Administration (LPA) leadership: it has got now the third authority in the course of five past years. Each the new authority changes LPA personnel. But the co-operation with non-govermental organizations is very dependent upon the best of terms with personnel. Also there are possible risks of incidents with prisoners.
 
8. Project sustainability
Latvia’s Prison Administration is very interested in such kind of projects, because of a large number of HIV infected prisoners. In the year 2006 society DIA+LOGS implements educational project for HIV infected prisoners “Literacy in the questions of treatment – the guarantor of life”, and in this project works the same staff, lecturers including; all personnel also works at society Association HIV.LV. This is very competent team to educate HIV infected prisoners, and has great experience in this work.
