Dear President Barroso:
As a citizen of the European Region I call on you to prioritize the HIV/AIDS epidemic in Europe as a public health crisis. The war on AIDS is far from over. According to the most recent UNAIDS report, 100,000 died to AIDS in Europe and Central Asia in 2010, an equivalent of a medium-sized city perishing in a single year.
Unfortunately life-saving treatment and prevention services remain out of reach for many people living with HIV/AIDS in the European region, particular among marginalized groups, such as injecting drug users, migrants, sex workers, men who have sex with men and prisoners.
In the EU it is estimated that only 53% of all HIV positive people are receiving antiretroviral therapy. In the neighboring countries, such as Russia and Ukraine the situation is far worse, and is further compounded by the emergence of the multi-drug resistant tuberculosis.
Recent scientific advances show that by providing antiretroviral therapy to HIV positive people we can curtail the transmission of HIV by as much as 96% and reduce the rate of HIV and tuberculosis co-infection by up to 65%. We now have the tools to control HIV and perhaps one day to eradicate it, but this requires that HIV/AIDS be kept as a priority on the political agenda.
The HIV/AIDS epidemic is not constrained by political borders. The migration of people across Europe means that HIV/AIDS must be addressed on the Pan-European level with a concerted infusion of political will and financial resources. The European Commission is well positioned to foster such a collaborative effort and lead the way in allocating the necessary resources to save thousands of lives in Europe.
Please keep HIV/AIDS as a priority in Europe.
